Otto Wagner wurde am 22.08.1924 in Dehlitz/Saale geboren. Im Alter von 12 Jahren erhielt er seinen ersten Klavierunterricht bei Kurt Donner. In der Zeit von 1939 bis 1943 besuchte Otto Wagner die Musikschule in Naunhof/Saale, wo er ab 1940 Studiengänge in den Fächern Flöte, Klavier, Theorie, Komposition und Instrumentation sowie Dirigieren belegte. Danach wirkte er als Flötist in verschiedenen Orchestern: Stadttheater Weißenfels, Carl Maria von Weber-Theater in Bernburg und am Städt. Theater in Leipzig.
Otto Wagner war Mitglied der Zentralen Arbeitsgemeinschaft "Blasmusik" sowie Dozent bei zahlreichen Blasmusik-Lehrgängen.
