*Tredegar, Mons, 12. Oktober 1897, +Mellingriffith, 8. Januar 1965. Powel absolvierte die School of Music in Eastney und wirkte seit 1920 als Dirigent und Musikpädagoge in Cardiff. Neben mehreren Zivilkapellen leitete er die National Brass Band of Wales und die Cory Workmen's Band.
